By requiring a portion of personal benefits from unemployment, and certain types of welfare, to be used for education expenses America's human capital will improve drastically.

If part of a person's benefits are only accessible by furthering their education, they would be far more likely to do so. Furthermore, it would push people to become prepared for new jobs, and could even consist of short term courses and seminars.

This reform would not increase costs, and instead would likely reduce expenses as many would not use the allotted amount.
