We the People, propose a "Clean the House" rule.
Twelve months before each congressional election, there shall be a national referendum on Congress as a whole. The People will vote to "Allow Normal Re-Elections" or "Clean House."
If more than two-thirds of the nation's citizens vote to "Clean House," no incumbent legislator up for re-election in the next year will be permitted to run.
