Allow adolescents aged 14-17 to vote in elections if they can pass a written test, proving they are informed voters.

The basis of a democracy is an informed electorate, not an old one. In American today, there has arose a set of keystone issues that will affect generations far into the future. Along with these issues are a faction of young people who see the importance of these issues in their lives to come. They develop opinions on these issues, and begin to determine their spot on the political spectrum. The result is a group of well-informed, passionate young people with views on current issues that will greatly affect their future lives. These people, then, have no means to express their views or concerns, which are equally as legitimate as any voting aged citizen. I propose a state administered test on political issues as a way to determine whether an adolescent aged 14-17 is an informed voter.
