allow adopted adults to have full access to adoption records with identifying information without birth parent consent

To allow any adopted person the right to know who their birth parents are. Lift privacy constraints on birth parents so adopted adults can know who their birth parents are ,any socioeconomic background, medical history and to fulfill the natural curiosity about the adoptee's background filling the missing puzzle piece of their identity.
By limiting the privacy on birth parents adopted adults ,of sound mind and body ,should be granted any record pertaining to their birth and adoption weather or not it has identifying information of the birth parent. THE ADOPTED HAVE THE RIGHT TO KNOW!
