allow the adoption tax credit "REFUND" to be permanent.

I have been waiting for the adoption to be processed for my 2 nephews and niece for almost a year and I am STILL being told by my caseworker that the paperwork is "almost" completed. I am single, never married and my sister and her husband both passed away so I made the decision to take on 3 children and in the middle of waiting I find out that there is a refundable tax credit I can receive if the adoption is final in 2011, however no one seems to want to help expedite the situation. In the adoption classes that I attended I heard the cries of many other single women who could really use the money to help with the children and it saddens me to know that all because my caseworker is STILL working on my paperwork for an entire year I will not be eligible.
