Slave-descended African-Americans may never receive monetary reparations for the inhuman institution. However, the US government should make greater strides to help close the achievement gap which plagues the African-American community across all age groups by granting tuition-free attendance and student stipends. A contingency may be applied, such as demonstration of basic and core skills mastery. Those slave-descended African-Americans who currently lack mastery of said skills may receive a grant to develop them (preparation and completion of GED program, etc). Additional contingency may be that each recipient will be liable to repay the grant if the education program is not completed.
