I'm a 70 years young retired Cable Mtce. & Construction Manager from AT&T. It's been my experience as a life long resident of Chicago that if the business Insurance and bonding barriers were modified, many African American men would create their own businesses. The deck is stacked to exclude black participation by design and has been since I became an adult. The Business Insurance Reparation Plan, "BIRP" levels the playing field by allowing descendents of slavery a chance to purchase a Federal Subsidized Insurance Voucher, FSIV. This voucher requires the eligible participant to pay no more than 15% of their total Insurance cost for each of 3 years maximum, which is a once in a life-time program. The 85% remainder is subsidized with misappropriated TIF funds earmarked for Blacks
