Allow all bright young Americans to vote

For far too long an arbitrary number has been used to determine voter eligibility. Not everyone over 18 is capable of making an educated decision, while some younger Americans are. A better eligibility requirement would be a high school degree. This would allow everyone to vote who has demonstrated an ability to learn and make decisions. Lets make this change and allow more bright young individuals the freedom to vote!
