Order Secretary of Health to establish in a time period of One year, where any citizen can sign up for Health Insurance through Medicare. At the end of that time, determine how many people have signed on and then determine the cost for each of citizens who signed on. Follow the same guide lines that is determined for Senior Citizens, keeping in mind the age of the citizen. After that a price sheet can be sent back to the citizen and it can be their choice if they want to sign up.
No one will be required to sign up.
