Allow all disabled veterans, and veterans an access card to enter United States Military bases even if their not 100%

Millions of military men and women served in the armed forces and fought overseas to come back home and be honorably discharged and can't enter a military base. Some only know how to cope with military life by shopping, banking, spending leisure time, and activities on a base. That's their family on the military base. In the United States our disabled cannot receive a military base sticker unless their 100% disabled. We need to change it so that all disabled veterans, and veterans can receive the same entry as an 100%.
