Allow all employment based GC applicant with approved I140 to file I485 so as to get EAD/AP (GC when visa available).

This petition is to allow all employment based grren card applicants who have I140 approved can file I485 so that they can be given EAD/AP and have some stability in their life. They can use AC21 conversion.This petition is not asking to remove any restrications on GC processing (like country limit) or increase number of GC given in a year. GC should be given as per rule or till immigration reform bill is passed. This can be done through administrative action instead of change of law just like year 2007.
