Allow all Felons the ability to enlist in the United States Military if any States drop the union, to balance Military.

I fear our military strength would weaken significantly if 1-20 states successfully drop the union. As an American i would defend our soil for anything,yet am not allowed to due to prior felony. If we release States from the union then "felons shall be offered a waiver into the United State Military" to balance forces.
