Allow ALL members of the National Guard and Reserves to purchase Tricare Reserve Select Health Insurance.

Public Law 109–364 prohibits members of the National Guard and Reserves, who are eligible for federal health benefits, from purchasing Tricare Reserve Select health insurance. This means that members of the National Guard and Reserves who also work for the federal government are not eligible for the same benefits as their military co-workers.
This change will benefit military members and their families by allowing them consistent healthcare coverage, regardless of deployments or other military service orders. It will also reduce financial strain on lower income military members because the member's premiums for Tricare Reserve Select are half the cost of other FEHB plans.
