Allow all Military service members no matter when in service to be able to pass GI Bill on to there family members.

Members of the United States Military on active duty in 2009 were giving the right to pass there GI Bill or there 9-11 GI bill onto a family member to use for college. I petetion that any service member no matter time of service be giving this right. I am an disabled veteran of nine years of service with the GI Bill but got out of the military in 2003 and feel that I have earned the right to pass that on to my daughter and son to set them up for college and a start that I didn't have.
