Peacefully grant the counties of the Commonwealth of Pennsylvania to withdraw from the United States of American and create its own new government. This includes all counties except for the counties that the following cities are located in: Philadelphia, Harrisburg, Pittsburgh and Erie. All other counties will withdraw and form a new government.
