Currently, only a small group of people are allowed to accumulate non-expiring funds tax-free towards personal medical expenses. This should be expanded to every taxpayer, regardless of income. The current "flexible spending plans" (or whatever they're officially known as) that require you to estimate your current year expenses and "use it or lose it" each year are ridiculous - unless you have a crystal ball, who can accurately predict future expenses, and why should you lose you contributions if you err on the high side? This law was obviously a concession to employers to get them to provide a benefit while giving them the potential of a windfall from all the unused annual contributions.
