To allow all those in California who have been seperated 10 years or more be issued divorce instantly

I am petitioning for all men and women who have been seperated for 10 years or more be given divorce instantly. It will allow those who have been trying to find their spouses and who have been unable to do so to finally get this matter taken care of without the signature of the spouse who left the marriage in the first place and to finally be given the divorce which will alow them to get on with their lives as well as their children get on with their lives.
