Allow all US states child enforcement agency's to also enforce decree to custodial parents as they do for NON custodial

All United States child enforcement agency's only required to enforce non custodial parents to pay medical support IVD orders on their children while Judicial Court Orders require both parents to maintain a medical insurance policy so long as it is available through the parents employer however agency only enforces courts decree to non custodial parents although custodial parent also has it available through their job but refuses to get it and non custodial parent tries to get agency to enforce it they tell them system is only set up to enforce non custodial parent to carry insurance and allows custodial parent to carry the states medicaid payed for by taxes why is these agencys benifiting custodial parents side and not the non custodial parent even when its joint custody.
