Allow American citizens in US territories the right to vote for president & fully participate in the American government

Millions of American citizens live in US territories like American Samoa, Guam and Puerto Rico. Despite that many in these territories fight for the US military, none of the citizens of these territories are allowed to vote. The outdated legislation that restricts rights for citizens in US territories should be changed. The 4 million citizens living under American rule should have the right to participate fully in their government, meaning that territories should also be provided equal representation in the House and Senate. Equal rights for citizens in US territories!
