Allow American citizens who qualify for the food stamp program the right to hunt and fish year round to provide for self

The recent cuts to the food stamp program has put a greater burden on many American families. In an effort to support family independence, if allowed the privilege to hunt under normal circumstances, authorise the freedom of year round hunting and fishing to provide adequate nutrition.
