Allow American people to have a "Special Vote" on any issue that is in deadlock between the House and Senate or Parties

Deadlock in government create situations like the pending Fiscal Cliff. When the Senate and the House or Political Parties are unable to compromise on issues, then the American people should be given the ability to Vote on the issue and plans presented to break the deadlock. This will allow Americans to be properly represented and will alleviate the time and money spent on Congressmen and Senators to debate and not decide on important issues. It will also allow the United States to move forward in an efficient manner.
