Allow the American People to vote on amending the constitution to force congress to create a balanced budget every year.

This petition would establish a vote that ammends the consitution to mandate the congress of the United States to outline a balanced budget each and every year. Congress would not be allowed to create a budget that would entrench our government in further debt. Any extra money received over budget would be put into a savings fund to pay off debt our be used during times of economic reccession. To further this the congress would have to set a flat tax rate of a given percentage for all economic classes with no deductions allowed for anything.
