Allow the American people to vote on the filibuster rules in the 2016 election. The current rules do not work.

The filibuster in the Senate needs to be reformed but we cannot rely on our Senators to do so. Our democracy was founded on the principle that the majority rules but we've seen over the last several years bills that have majority approval being shelved because the party in the minority is abusing the filibuster. We propose that the American people be allowed to vote on a permanent set of rules regarding the filibuster in the 2016 election. Either to keep the current system or to change it back to the previous system where a Senator had to get up and speak until they are unable to continue doing so, once they are done the legislation must be voted upon with a simple majority vote deciding the bills fate.
