Allow American to voluntarily opt out of the United States of America according to the Declaration of Independence

Allow American to Voluntary opt out of the United States of America according to the Declaration of Independence and create a new conservative form of government in America. The Declaration of Independence states: "That whenever any Form of Government becomes destructive of these ends, it is the Right of the People to alter or to abolish it, and to institute new Government, " or We the people will gladly except the resignation of Obama & Biden at ONCE !!! If they ready are concerned about the United States they will do one or the other.
