Allow any Government Contractor with 5+ years of experience within a Government office to become a Federal Employee

Currently, the Government is spending a minimum of $20,000 per year per contract employee. If the Government were to allow contract employees, for example Contract Secretaries, Contract IT personnel, etc., to become Federal Employees at their current wage after serving a minimum of 5 consectutive years as a contractor, the government would then save $20,000 per year per employee. Also, by hiring contract employees, the Government would save time and money on man hours in creating, posting, interviewing, and training, when there are already capable, trained people in those positions.
