Allow any state, territory, or portion of state to peacefully secede from the Union or respective state.

Secession, from the beginning of the United States, has been a major part of out history as a nation. In fact, the United States technically seceded from Britain in 1776 due to a tyrannical government. In any case in which a State or Federal Constitution is not seen as being upheld, secession should be an option- be it if a portion of a state secedes from a state, or even if a state secedes from the Union. Secession should be a peaceful measure and last resort, after all attempts at peace have been made and other options explored.
