Any U.S. citizen should have the option of discontinuing and closing their social security account along with receiving a full refund of any funds paid into the account.
The only thing retained by the U.S. citizen would be the number assigned to them at the start of their account.
Any new citizens would still receive an I.D. number but, at the age of 18 have the option of starting a social security account or not participate in the program.
