Approve the top brass's recommendations to retire weapon systems. Congress has repeatedly rejected all recommendations, forcing the services to keep ships, aircraft, and other assets that the services no longer need or can't afford to operate. Yet, Congress will slash budgets arbitrarily that is harmful to readiness rather than listen to the individuals who are uniquely qualified to make such decisions.
