allow authorized US citizens to own approved weapons after proper storage registration at issued community "gun banks"!!

Create new division of ATF which regulates issued community "gun banks" and home inspections. Following proper background check, mental test, license and registration, allow any authorized US citizen to own approved weapon. The only caveats would be that weapons kept at home must be secured and those weapons deemed unsuitable for the public domain would be permanently stored at the "gun banks". The transportation between banks and/or ranges as well as decommissioning would be arranged, scheduled and monitored through the new ATF division.
