Allow bankruptcy protection for non-federal, private, unsecured student loans. This can be implemented in two ways.

Either,

1. Creditors who want to keep their loans ineligible for bankruptcy must accept all repayment options afforded by federal loans.

2. Creditors who do not want to accept the federal repayment options will have all their loans become eligible for Chapter 7 and 13 bankruptcy protection.
