Legislative bills addressing a specific area (ex: Transportation) often include parasitic items clearly not related to that purpose (ex: golf course in Orlando). Often these items apply and benefit a single company or interest. Because it is too difficult to do a timely investigation of all items, it should be a requirement that every item in every bill have a specific congressmen or senator as its endorser. If after a bill is passed, an item appears to be of questionable value to the people of the United States, the endorser can be easily identified and his justification demanded.
