allow both Texas and Tennessee to peacefully succeed from the Union. Then the Indians and Mexicans can reclaim Texas.

To allow both Texas and Tennessee to peacefully secceed from the Union, authorize a fence along the northern boarder of Texas and completly around Tennessee, except if it has a common border with another state authorized for seccession. This will allow the Indians and Mexicans to reclaim Texas and the Cherokee Indians to reclaim Tennessee. And finally, for the sake of immigration control, do not allow any immigration from eithe Texas or Tennessee.
