Many companies harbor large foreign bank balances because it would be taxed if it were brought into the USA. This makes it cost prohibitive to bring to the USA. If they were allowed to bring the cash to the USA without tax penalties as long as they create jobs with that money, then we would see the equivalent of foreign investment in America without the "foreign" part. Jobs would be created. We would see a cash influx. The new jobs and investment would spur the economy and still not have any lost "revenue" over status quo. It would actually increase revenue from new jobs and increased domestic corporate revenue. This would potentially be trillions of dollars invested in the USA. This could have an expiration date to limit the term as well.
