Allow C-SPAN to show empty congressional seats.

We, the undersigned, require that C-SPAN be able to show the empty seats of Congress.

Currently C-SPAN is prohibited from broadcasting empty seata, leading to a false belief that many members of Congress are physically present in the chambers.

We contend, that while one camera shall view the person speaking, a secondary camera shall be permitted to periodically display a view of the chambers - via an inset image in the broadcast. The opposite display may be permitted wherein the speaker is inset to a view of the chambers.
