if it is more than one state that wants to seceed then all of the legislators in those states must decide. Areas less than states will still be decided by state legislators. If it passes state legislature(s), then the citizens in the state(s) will vote on it. If 75% of the vote favors it, then the area will have to pay a $1 billion exit fee.
