We hereby demand that the administration introduce and Congress adopt laws and constitutional amendments necessary to allow any State that was in rebellion against the United States as of January 1, 1864 to secede from the United States upon the following conditions:
(1) Such state shall, by a majority vote of its citizens held in accordance with the provisions of the Voting Rights Act of 1965, elect to secede from the United States; and
(2) Such state shall, as a provision of such vote, obligate itself to refund to the Treasury of the United States, all payments of any kind made to said State by the United States which are in excess of the federal taxes collected from such State for the period from 1864 until the date of such vote.
