I think that the Wireless Emergency Alert system (WEA) needs to respect a user's phone setting and not produce a blaring sound if the phone is set to a Do Not Disturb or silence setting.
Imminent Threat Alerts, Presidential Alerts, and AMBER Alerts each need to have a setting to turn on or off the sound for each alert, if a sound is generated with the text, and if each should respect the user's phone settings.
The WEA, along with the service providers and cellular phone makers, need to work together to allow each individual user to have some control over what happens when these alerts are issued. With these improvements, I believe many more people would keep all of these alerts enabled on their phones.
