Allow a child born with birth defects to a male Viet Nam Veteran to qualify for benefit under 38 CFR 3.815

I am the wife of a Viet Nam Veteran ; whose son was born with birth defects. My husband was exposed to Agent Orange !!!! My sons claim was denied because he is not the child of a female Viet Nam veteran !!!!! How can this b ?
