Allow child-care tax deductions for twins/multiples for stay-at-home-mother.

Cost associated with child-care is tax deductible up to a limit when both parents work. However, the case of twins and multiples are overlooked, as, even if one of the parents is stay-home and providing full-time child-care herself, there is usually a case for additional care-giver simply because bringing up two or more children is not same as bringing a single one up.
