Allow citizens in the 14 U.S. territories to vote for President

The United States is divided into 50 states and 14 territories around the world. 6 of them have people living in them. There are over 4 million U.S. citizens living in them, and they are not able to vote for the President during elections. They have to be under U.S. laws and they don't have a say in who the President is.
