It appearing likely that the State of Texas will have the necessary signatures to peacefully secede from the United States and it appearing that some Citizens of Austin wish to remain part of the United States and have asked that Austin remain part of the United States however that being impractical against the will of the majority of Texas and Texas having need for the capital building and related Texas infrastructure for humanitarian reasons this minority of Texas should be allowed to immigrate peacefully to the United States without penalty after giving up their citizenship in the new Republic of Texas.
