allow citizens to create a human wall around Capitol Hill if Congress refuses to pass funding for the federal government

Even in the face some of the lowest national approval ratings for Congress to date, it seems inevitable that certain legislators on Capitol Hill are bent on ensuring that some or all of the federal government will not be funded during the next fiscal year. Separation of powers excludes other branches of government from directly intervening against this foreseeable instance of fiscal irresponsibility, but there should be nothing to stop ordinary citizens from making themselves heard by way of physically encircling their legislators around Capitol Hill until a fair and responsible budget for funding the federal government is voted upon and passed. This petition is a call for such action to be allowed and protected by the executive branch based on the provisions of the 1st Amendment.
