Allow Citizens to declare No-Fly Zones over their private property that must be respected by the public, private and commerce sectors, and all levels of government and military.
This would allow for Citizens to open their airspace for use and be compansated for the use of the natural resources of atmosphere above their property much in the same way as owners of mineral rights.
This would also allow for protection against emissions, pollutants and other unwanted substances from being ejected over private properties. Also, this would protect Citizens from unwarranted surveillance by maned and unmaned aircraft.
