Allow the citizens of each state to vote on and decide whether that state implements capital punishment.

Violent crimes should be punishable by death. Our tax dollars should not be used to house violent offenders who spend their days eating commissary ice cream, drinking soda and playing the play station. I resent my tax dollars being used to support these individuals, and this would also reduce prison over-population that allows some felons to remain walking our streets when they should be walking the prison yard.
