Allow citizens to open personal savings accounts at the Federal Reserve Bank.

Let the 12 Federal Reserve Banks allow individual American Citizens to open a non-interest statement saving account. Charge the cost of maintaining the account and every transaction as a monthly fee. (It is estimated that the cost of an electronic transaction is 12 cents, and ATM card is 36 cents.)

Each citizen will have direct deposit and be able to pay their bills over the internet or in person with an ATM card. A monthly statement can be downloaded as a PDF.

A simple cure for the out of control Wall Street bankers.

If people want full service bank, go to a private bank.
