Because the people of the United States are divided on what the responsibility of the government is and are further divided on what programs should be government sponsored, it should be placed in the hands of the people to to decide which government programs they are willing to pay for. The peopld should be allowed to review the programs, studies, welfare, etc that are funded by tax payer revenue received by the government of the United States. After reviewing each item line by line they should be allowed to decide what programs are worth funding with their tax money. Programs that receive less votes than half of the number of people voting should be discontinued immediately.
