allow the citizens of the United States to vote on a quarterly basis, on whether members of Congress should be paid

Allows citizens of this country to decide if members of Congress have done enough work in solving the issues of this country, so that they may be paid for their services. The recent Congress has been a disgrace to this country and the citizens should have the right to determine whether they get paid or not.
