The majority of issues in Congress, have difficulty making any progress due to the gap between Democrats and Republicans.
Voting for representatives to vote on our behalf began when it would have been impossible to have American citizens vote on any or all issues.
By using existing technology, it could be set up to allow American Citizens to vote on any issue in Congress. Current representatives would still exist and their votes would account for those who didn't vote on a particular issue. This would alleviate any deadlock based on political ties and allow for progress.
Ideally, the Senate would remain the same and people could vote in the House of Representatives.
Some offices would need to be setup to support voting, using biometrics, people could vote from home.
