Allow citizens who are 17 years old and will be 18 years old by a Presidential Election to vote in their state's primary

Many people in the United States can vote in the Presidential Election in the fall, yet are unable to help decide who is on the ballot because they are not 18 when their state's primary occurs. Voters should be allowed to vote in primaries, regardless of age, as long as they will be eligible to vote in the November elections
