Allow civilian volunteers from states that have seceded to be trained and sent in space to colonize planets.

If any states are successfully seceded, citizens from those states should have the opportunity to colonize other planets that may support life in the future. The United States seems to be advancing so fast that they can barely keep up with the times. Therefore, colonizing other planets should give citizens the opportunity to start a whole new era where space travel can be common, and different life styles can be experimented with in order to achieve the ultimate goal of Peace and understanding of life.
